Texte : The Latvian Ministry of Culture's 2009 budget was cut by 19.45% compared to the year 2008 (the budget includes the construction costs for the Latvian National Library and EU project funding, which means that the reduction for other expenditure is more than that: at -34%). The budget of 2010 has not been adopted yet; however, in one of the drafts there is already mention of an indicated reduction of the budget for the Ministry of Culture of almost 30% compared to the year 2009.
The need to reduce administrative expenditures has also led the Ministry to decrease the number of state agencies (including museums) from 17 to 11 for 2010, entailing the consolidation of several museums and a loss of autonomy for state agencies previously operating at arm's length (e.g. the National Film Centre, the Centre of Culture and Creative Industries Education, and the State Authority on Museums are to be transformed into budget institutions or incorporated into the structure of the Ministry.)
Another public entity, the State Culture Capital Foundation, responsible for securing the
diversity of cultural activities all over Latvia has also suffered a reduction by 45.9% in its 2009 budget compared to 2008, a great source of concern for cultural operators.
